Members of the community benefit by receiving a dog that can become a service dog or a treasured family member and society benefits from reduction in the recidivism rate of participating inmates. Prisons benefit because the close interaction between prisoners and dogs leads to a reduction in the number of infractions and amount of violence. “Dogs benefit because they escape their own death row and find their forever homes. Marie Suthers is a veterinarian and the chair of the anthropology department at Carroll College. There were three proponents of the bill during its hearing Thursday. The program would help train shelter dogs, but members of the public who need help training their dog would also be able to enroll their pet in the program. The dogs have to be vaccinated and can’t be a danger to anyone and inmates can’t have a history of animal cruelty and have to follow the program’s rules. There are small requirements for both the inmates and the dogs enrolled to make sure the program runs smoothly. There, the prison would partner with local animal shelters to get rowdy or nervous dogs ready for adoption and give inmates some time to relax and work with the animals. ![]() HB 941 would expand that program to the state prison in Deer Lodge. Inmates teach dogs everything they need to know - to sit, stay, walk on a leash, meet other dogs and more. The bill would expand a smaller program at the womens’ prison in Billings called Prison Paws. Hopefully it’ll make them be a better father, brother, husband, coworker, employee, whatever, et cetera,” Frazer said. Those are all positive benefits that these individuals can apply to their lives, not only while they are incarcerated, but once they discharge. We rejoice in her life and that she is now reunited with our beloved Jackie. She is survived by her husband Jack, three children, her sister, a large extended family and her treasured dog Sisco. Phyllis is preceded in death by her parents, and daughter Jackie Marie. Phyllis always seemed to come into people’s lives just when they needed her and could always be depended on, no matter the need right up until her final days. Most of all, she was a loving wife, mother, sister, and aunt and great aunt beloved by many. Later, in retirement, she enjoyed tutoring children, doing needlepoint, working puzzles, and was an avid Bridge player. There was tragedy as well, most notably the loss of their daughter Jackie at age 5.įor many years she worked side-by-side with her husband, founding and growing Vannoy Heating and Air Conditioning. But she always said there was no place like her beloved Montana. Over the course of those 70 years together, Jack and Phyllis experienced many wonderful times, especially traveling all over the United States. She spent her early years moving with her parents, following the oil fields where her father worked. Phyllis was born on July 3, 1932, to Floyd and Clara (Riecken) Sisco in Bridger, Montana. Phyllis Marie (Sisco) Vannoy passed gently into the arms of her Heavenly Father on July 26, 2022. She thought it was because she had eaten too much watermelon, but it was actually time for Phyllis Marie to make her entrance into the world. It was at a 4th of July weekend picnic on July 3, 1932, when Clara Sisco started feeling a little sick. ![]()
